William E. Garnett was a professor of Rural Sociology (1925-1956) at the Agricultural Experiment Station at Virginia Polytechnic Institute. A study of rural standards of living was conducted in Grayson County, Virginia by the U. S. Department of Agriculture's Bureau of Home Economics and the Virginia Agricultural Experiment Station in June, 1931.
